Ontario's water distribution system is an extensive network of 6-to-16-inch pipes spanning over 90 miles beneath our city. However, much of this system consists of cast iron mains that were installed decades ago during a period of rapid national growth. Unfortunately, the manufacturing processes of that era resulted in lower-quality materials, making our water infrastructure more prone to breaks and leaks as it ages.

Recognizing this challenge, Mayor Hutchinson introduced a water line replacement program, ensuring that key areas are systematically upgraded each year to prevent major failures and disruptions. This initiative has been instrumental in strengthening our water distribution network, and I am committed to continuing and expanding these improvements to maintain a reliable and efficient water system for our residents.

New  Initiatives

Another critical infrastructure concern is wastewater treatment. Currently, Ontario contracts with the city of Mansfield, paying a base rate of $3 million annually for sewage treatment. This agreement spans 10 years, with an automatic renewal clause unless the city provides formal notice by April 1, 2030. Under this contract, Ontario residents pay Mansfield’s sewer rates plus an additional 30%, increasing costs for homeowners and businesses.

While this arrangement has served the city, we must proactively evaluate alternatives before committing to another decade under the existing contract. Constructing our own wastewater treatment plant is a significant investment, but failing to plan for the future would be a disservice to Ontario residents.

Council has already begun discussions on this issue, and if a new facility is deemed necessary, we must:
   •  Identify and allocate suitable land for the plant’s location.
   •  Explore state and federal grants to secure financial assistance.
   •  Develop a funding and financing strategy that minimizes the financial impact on residents.

While a final decision has yet to be made, I firmly believe that planning ahead is crucial. Investing in our wastewater infrastructure now will provide long-term savings, greater control over rates, and a sustainable solution for our city’s future growth.
